The Answer Is..................
"Plan 9 from Outer Space" made in 1959 by Director Ed Wood. (aka Grave Robbers From Outer Space - USA).
Often considered the worst movie of all time, Plan 9 From Outer Space does boast tombstones that are made of cardboard and tip over during the movie, it does feature one shot of Bella Legosi that is reused over and over and over.
For more on the background to this movie and why it turned out the way it did, check out the 1994 film Ed Wood starring Johnny Depp, and you will appreciate this film, at least a little more.
